In one case, America Online succeeded in blocking a mass e-mailer from reaching AOL's millions of subscribers. Proponents of mass e-mail say their techniques are no different from unsolicited direct mail. They point out that mass e-mailings of-ten include opt-out information that direct mail lacks. (Opt-out instructions tell consumers how they can have their names and e-mail addresses removed from a list.) The future of mass, unsolicited e-mail is uncertain.
One further option for developing lists is to compile your own. If you're looking for a specific group of people and you can find a business directory, membership list, or other source that contains the names you need, you can create your own list. This should not be treated as your house list, because these people have not bought from you yet, but you won't have any limitations on use of the list as you would if you rented it.
Many business organizations, chambers of commerce, and community and civic clubs have membership lists available. Some organizations go a step further and sell address labels of members. Most government records are public information and, given the time, you could compile your own local lists based on business licenses, homes purchased, business consolidations, liquor licenses, and many other categories. (Many professional compilers use these same sources.) .
